The Windows product keys provided by the university are for edition upgrades (the product keys are common to both Windows 10 and 11).

This "upgrade" generally refers to transitioning from your current OS edition to a higher edition (e.g., from "Windows 10 Home" to "Windows 10 Pro", or from "Windows 11 Pro" to "Windows 11 Enterprise". Please note that this does not refer to upgrading from "Windows 10" to "Windows 11").

Therefore, they cannot be used for clean installations on PCs with no operating system installed. However, if you use them in a virtual environment, a base license (upgrade source license) is not required.
