Cannot create teams on Teams with a university-provided account.

As described in "1.2. General notes" of the user manual on the page below, the university's Microsoft 365 service is provided by adding faculty and staff accounts to the environment previously used to provide the student email service (KUMOI). Due to this history and past operational policies, strict restrictions are placed on searching for and viewing other users. Consequently, at this time, it is highly difficult to use features that involve collaboration between users.
We are currently considering measures including relaxing these restrictions, and we appreciate your understanding.
