情報環境機構では,映像収録管理配信サービス Kaltura のサービス提供を,令和5(2023)年2月23日(木)午前4時をもって終了致します.また,代替サービスとしては Microsoft 365 Stream の利用を検討しており,令和5(2023)年度からの提供を予定しています.
Kaltura は,教育用コンピュータシステム(5年間のレンタルシステム)によるサービスの一つとして,平成29(2017)年度から学習支援サービス PandA と連携させ運用してきました (PandA上ではメディアギャラリ・マイメディアと表示).しかしながら, 教育利用が目的の教育用コンピュータシステムの一部として導入したサービスで,提供期間・資源に限りがあるため,令和元(2019)年度までは個別に利用申請が必要でした.
本学は対面による教育を基本としているものの,令和2(2020)年度からは,コロナ禍対策として急遽全学的に導入されたオンライン授業の Zoom クラウド録画等の動画配信に対応するため,メディアギャラリの利用を申請不要とし,必要に応じて自由に利用できるようにするとともに,激増した動画配信需要に対応するため,3ヶ年にわたり Kaltura の増量契約(無制限,240TB/年,90TB/年)を行ってきました.この結果,利用目的や動画保持期間等について十分な議論がなされていないまま利用が拡大し,当初想定していなかった大量の過年度動画の蓄積とともに2次利用も増えたため,契約容量(ストレージ消費量と視聴に伴うネットワーク帯域消費量の合算)がひっ迫し,制御できない状況となっています.
本学では,文部科学省から示されたコロナ対応としてのメディア授業の特別措置を今年度で終了し,令和5(2023)年度からのメディア授業の活用方針について議論を進めていることから,教育用コンピュータシステムの更新(令和5(2023)年3月)に伴う予算的制約,サービスの効率化,及びKalturaの動画を削除しにくい操作性の観点を考慮し,Kaltura サービス提供を終了し,代替サービスに移行することに致しました.
直前の通知となり,利用者の皆様にはご迷惑をおかけすることとなり誠に申し訳ございません.お忙しいところ大変恐縮ですが,以下の要領でご対応いただけますよう, よろしくお願い申し上げます.
The IIMC will terminate to provide Kaltura SaaS at 4am on February 23rd, 2023. Also, the alternative service is planned to provide in FY2023 by using Microsoft 365 Stream.
The IIMC has been providing Kaltura SaaS as a video recording/management/delivery service of Educational Computer System (for five years) in conjunction of PandA (Media Gallery and My Media) since FY2017. This service has the limitation of service life and resource due to the part of Educational Computer System and had been required to submit application for use.
Although Kyoto University has the basic policy for in-person education, fully online education for the entire courses has been introduced due to the COVID-19 pandemic since FY2020, and the Kaltura Media Gallery has been allowed to freely use for video publication like Zoom cloud recordings by additional Kaltura contracts (unlimited, 240TB/Y, 90TB/Y for FY2020, FY2021 and FY2022 respectively). As the result, the use of Kaltura has expanded without clear regulations to use like purpose and retention policy, and the amount of unintentional video files and their unintentional derivative usages became dominant and caused uncontrollable additional contracts (the amount of contract is determined by the total usages for storage to save video files and network bandwidth to view them).
Since Kyoto University will end the special treatment of media course specified by the MEXT due to the COVID-19 pandemic, and has been discussing the policy for media course, the IIMC has decided to end the current Kaltura service within FY2022 and migrate to alternative service, considering the budgetary constraint of renewed Educational Computer System, service efficiency to attain, and operational issues like not easy to delete video files. We are sincerely sorry that this short-term notice makes you inconvenient. Please take your following actions if you have had experiences on Kaltura to upload video files.

サービス終了日時以後、メディアギャラリ・マイメディアから登録された動画ファイルは順次削除され, 閲覧ができなくなります. 動画ファイルが必要な方は終了までにダウンロード いただきますようお願いします.
After the end-of-service date, all of video files are going to be deleted and not viewable. Please download the video files if you need as follow:
2022 年度の動画ファイル:サービス終了日時まで閲覧・ダウンロード可能です.
Video files uploaded on FY2022: All types of video files are downloadable and viewable until the end-of-service date.
2021 年度以前の動画ファイル: 上記サービス終了日時まで閲覧・Kaltura配信用に変換されたファイルのダウンロードが行えます. 利用者がアプロードした元データについては、別途アーカイブを行っており,ご提供可能な場合があります.入手をご希望の場合は 情報環境機構のホームページからご相談ください.
Video files uploaded on FY2017-FY2021: Transcoded video files: Transcoded video files are downloadable and viewable until the end-of-service date. The source video files have been already archived by administrator and not downloadable by site administrator so that you could ask us to retrieve them. In the case, please consult through the IIMC Web site
メディアギャラリ・マイメディアで登録し,PandA 以外の Web サイトから参照しているファイルも削除措置以降は閲覧できなくなります.
All of video files referred on other system by using embed tag won't be viewable on the end-of-service date.
2. 代替サービスについて
About the alternative servic
PandA メディアギャラリ・マイメディアに代わる機能として,Microsoft 365 Stream の動画アップロード・視聴機能の利用を検討しており,2023年度からの提供を予定しています.
The video file upload and publish functions of Microsoft 365 Stream will be provided on FY2023 instead of PandA Media Gallery and My Media.
Kalturaからの動画ファイルの移行は行われませんので,必要に応じて利用者様ご自身で代替サービスへの動画ファイルの再アップロードをお願いいたします.
None of video file migration service is provided so that you need to upload video files by yourself.
代替サービスの利用についての詳細は,情報環境機構の学習支援サービスjPandA のサイトおよび「PandA 公式ガイドフック 2023 年度版」( 3 月上旬公開予定)で公開予定です.
The detail of the alternative service will be published through PandA and"PandA Official Guidebook 2023"(scheduled in early March)
