Usage fee is for one fiscal year(April 1 through March 31), and does not change even if you start using the services from the middle of a fiscal year. Some courses such as Group or Private cluster course are also provided with short-term(a few months) fees.
Payment items can be changed after submitting an application. Please submit an application including other payment item such as the university's expense, and later change the item to a competitive fund until early in September when beginning the billing process.
There is no problem even if the 指導教員(advising teacher) is different from the 支払責任者(payment manager).

You can add a group member anytime. To add a member, please submit the "大型計算機システム利用申請書(Application Form of Large Scale Computer Systems)" for each applicant. When both 支払責任者(payment managers) of the application form and the group course are the same, the applicant will be automatically registered as a member of the group.
Personal course is offered for individuals. One batch queue is shared by users of Personal course on a best-effort basis, and is controlled by the fair-share scheduling to prevent the exclusive use.
Group course was designed for using in laboratories and collaborative research groups. A UNIX group and a batch job queue are assigned to each group. A certain amount of resources relative to the requested resources (1/1, 1/2, or 1/4) are always ensured depending on course type.
Private cluster course was consciously designed as a cluster system deployed in a laboratory, and ensures a certain amount of computation resources (the number of nodes). This course users can directly log in to the system because one global IP address is assigned. Batch system is not supported.
On the other hand, Group course type B3 is designed for the exclusive use of computation resources by the batch system, the requested amount of computation resources (the number of nodes) are always ensured.
